From the perspective of the international flexible packaging industry, China's situation and Countermeasures after China's entry into WTO (II)

3 the development status of packaging and printing abroad

at present, the world's four major printing centers, the United States, Japan, Germany and Hong Kong, have developed rapidly. Now take the United States and Hong Kong as examples

(1) development status of packaging and printing in the United States

① development status

the printing industry is one of the top industrial departments in the United States in recent five years, and it has more manufacturers than other industrial departments. Among all manufacturing industries, the printing industry is a group with the largest density of small commercial enterprises. Data shows that in all industrial sectors, one in seven manufacturers is a printing enterprise. According to the printing market release report released by the American Printing Technology Foundation (GATF) and the American Printing Industry Association (PLA) in 2003, there are 45181 printing enterprises in the United States, with people employed. In 2002, the printing output value of the American printing industry was US $million, with an annual growth rate of about 3%

American packaging and printing occupy the second place in the American printing market. Packaging and printing is one of the most promising investment directions by private enterprises in the United States. According to a survey report, one of the three respondents expects to buy printing equipment, which reflects the good development prospects of the packaging and printing industry in the United States. Flexographic printing accounts for about 70% of packaging and printing in the United States. Flexographic lithography is widely used in flexible packaging, paper bags, labels and other packaging products

NAPL and GATF/PLA, two important industry organizations of the world's printing industry, have shown in the recent economic forecast results that the economic development trend in 2004 is good, and the printing market sector is expected to grow by 3% to 4%

② development trend

according to expert analysis and prediction, American printing enterprises will show the following development trends in the future:

a. digital printing. The printing industry is faced with the requirements from users, such as strict delivery time, better and more consistent color quality, shorter printing cycle and personalized service of printed matter. It is expected to adjust the auxiliary system at the microcomputer level In, most printing enterprises will turn to digital color printing. An executive of Heidelberg predicted that in the United States, digital color printing machines will grow at an annual rate of 30% and reach US $46billion by 2008

b. mergers and acquisitions. By 2006, the number of mergers and acquisitions of printing enterprises in the United States had slowed down compared with previous years, but still maintained a strong momentum. Although the economic trend is slowing down, interest rates are relatively low. However, the economic growth is still strong, and the prospects for large orders in large enterprises are promising, which means that the total sales and total order payment of the industry can still be maintained at a high level. The economic impetus has further promoted the trend of large-scale mergers and acquisitions in the printing industry: trying to increase regional agents who benefit from the acceleration of urbanization, obtain key businesses, create production diversification, and obtain the increase of existing economic scale and market share at a lower cost through other enterprises

c. information service. For printing customers, they can submit orders anytime, anywhere, without worrying about the misestimated print volume. For printing enterprises, the management cost is greatly reduced. The application of this technology gives more inspiration to Indian enterprises to develop projects with poor price sensitivity. MIS (information management system) will keep pace with the development of production process integration and e-commerce. Indian enterprises began to realize that to manage their business, they must adopt MIS system. In fact, composite carbon metal is not a high-tech product

d. service refinement. First, distribution services. As purchasing becomes more convenient, customers gradually realize that trading with multiple suppliers is more time-consuming and risky. This will promote printing enterprises to provide distribution services, post offices to provide printing services, and service institutions to provide database management services; Second, full service. Providing full program services can effectively shut out competitors, but it makes it more difficult and takes longer for enterprises to develop new customers

(2) current situation of packaging printing in Hong Kong, China

① development status

the printing industry is an important industry in Hong Kong, and its number of enterprises and employees rank first in the manufacturing industry. The quality of Hong Kong's printing business can be comparable to that of the United States, Germany and other countries. In recent years, with the rapid economic growth, the packaging industry and printing industry in Hong Kong have developed rapidly, with an average annual growth rate of more than 10%. The United States once became the largest market for printed matter in Hong Kong. In recent years, the market demand in the United States has weakened, and Japan's exports have increased

many packaging and printing enterprises in Hong Kong have adopted modern mechanical equipment, including electronic color separation scanners, multi-color automatic printing machines and computerized printing production management systems. The informatization of Hong Kong's printing industry has made good progress in recent years. The ERP system established by Hong Kong relief printing group with a large amount of money has scientifically managed the production processes in Shenzhen and Hong Kong, and has become a classic in the industry. The printing material testing and Analysis Center established by the Hong Kong Printing Arts Association conducts in-depth research and Analysis on the Hong Kong market, and publicly distributes it to the industry for use, saving printing companies the waste ink of spot color allocation, and saving the waste man hours of spot color ink allocation. The test center and the City University of Hong Kong are jointly studying the "fault diagnosis intelligence and printing quality improvement system", which analyzes the sound of printing machine operation, approaches the diagnosis of machine faults, and designs a management software to improve printing quality. The color management process has been plagued by the ever-changing characteristics of printing machines and material quality for a long time. The establishment of offset printing specifications is also conducive to the action of CTP process

the Hong Kong SAR government is committed to supporting the development of the printing industry, especially the development of small and medium-sized enterprises in the industry. In terms of supporting small and medium-sized enterprises, the government is now funding the industry to formulate a set of standard indicators related to printing through the "small and medium-sized enterprise development support fund". In addition, the government also assists SMEs in the industry to obtain financing, improve human resources and expand the market through other SME funds, so as to further enhance the competitiveness of enterprises

② development trend

Hong Kong's packaging and printing industry will maintain the following development trend:

A. high value-added development direction. In the context of economic globalization, Hong Kong's packaging and printing industry must continue to develop towards high value-added direction in order to maintain its competitive advantage, and creativity and design are important elements to enhance the value of products and services. The packaging and printing industry in Hong Kong is known for its advanced technology, high quality, flexibility, speed, reasonable pricing and innovation. In addition, Hong Kong is an international city with freedom of information and the quintessence of Chinese and Western culture. It has design talents with international vision and entrepreneurs who attach importance to design. They attach equal importance to design and technology, and turn printed matter into a treasure of information and art. These advantages have enabled Hong Kong to develop into one of the four major printing centers in the world, and have also enabled Hong Kong's printing materials to be in the forefront of the times

b. strategy of "front store and back factory". Since more than a decade ago, many large-scale printers in Hong Kong have set up factories in China, processed and re exported, and implemented the strategy of "front store and back factory". Hong Kong is responsible for receiving orders and domestic production, so as to maintain price competitiveness. In order to reduce production costs, especially post press service costs, almost all large printing enterprises in Hong Kong and some medium-sized target enterprises that can effectively control the production quality of conditioning materials have established production bases in Chinese Mainland. In June, 2003, the mainland and Hong Kong signed the mainland Hong Kong Closer Economic Partnership Arrangement (CEPA). According to CEPA's rules of origin, some printed matter from Hong Kong will be treated as duty-free access to the Chinese Mainland market from January 1, 2004, while similar printing not produced in Hong Kong will be subject to a 7.% tariff. Relevant data shows that Hong Kong businessmen now employ more than 500000 employees in the Pearl River Delta [4], and the annual export turnover has increased by an average of more than 10%. In addition to continuing to invest in the Pearl River Delta, Hong Kong's printing industry has also actively participated in the development of the Yangtze River Delta. In recent years, many Hong Kong businesses have invested and set up factories in Shanghai and Jiangsu
