Overview of the development of China's packaging industry since the reform and opening up

The implementation of these plans has effectively promoted the technological progress of packaging enterprises, improved the level of technical equipment of enterprises, reflected huge economic and social benefits, and played an irreplaceable positive role in enriching people's lives, expanding exports to earn foreign exchange, serving the national economy, and protecting the ecological environment

according to incomplete statistics, during the Eighth Five Year Plan period alone, the fixed asset investment of the entire packaging industry reached 40billion yuan, including about 31billion yuan of investment in technological transformation and about 1billion US dollars of foreign exchange for technology introduction. During the Eighth Five Year Plan period, two special projects for technological transformation were implemented respectively. The special loan for the "corrugated box" project was about 600million yuan. More than 80 enterprises were transformed, 17 production lines were introduced, and more than 80 domestic lines were upgraded. The situation that carton production was dominated by manual, single machine operation and workshop operation was basically ended, and the paper packaging industry, which accounted for a large proportion of the output of packaging products in China, had a fundamental change; The "export subpackaging" project has invested more than 500 million yuan in special loans, transformed about 50 projects, and developed nearly 100 new packaging materials and products, effectively ensuring the rapid development of China's export trade during this period

as China's economy continues to move towards the world, the opening up of the packaging industry is also expanding. Especially since the 1990s, with the gradual establishment of China's market economic system and the further expansion of opening to the outside world, some large foreign enterprises and companies are optimistic about China's packaging market. Some domestic packaging enterprises seize the opportunity to promote the scale of production and the grade of products through the introduction of capital, technology and management. The production of cans is a technology intensive industry. At present, 24 companies have all implemented Sino foreign joint ventures, expanding the production scale and increasing the technical content of products, which has led to the rapid development of this industry in recent years. Guangdong Foshan Dongfang packaging materials Co., Ltd. also ranks first among plastic film enterprises in China in terms of production scale, product quality and economic benefits through joint ventures with foreign investors

III. major changes in the packaging industry since the reform and opening up

after more than ten years of development, China's packaging industry has undergone great changes, and an independent and relatively complete modern industrial system has been established, forming the management network and working system of the packaging industry. In 1998, the output value of the national packaging industry was 180billion yuan, an increase of 24 times from 7.2 billion yuan in 1980, with an average annual increase of 19.58%. The output of major packaging products has also increased significantly. There are about 20000 packaging enterprises above the county level in China, with more than 2 million employees and nearly 100 billion yuan of fixed assets. The packaging industry undertakes the packaging task of trillions of domestic goods and hundreds of billions of dollars of export goods every year, which initially meets the needs of national economic development

China's packaging industry mainly includes six sub industries: paper, plastic, glass, metal, printing and machinery. Driven by the market economy and the promotion of technological progress, great changes have taken place in the industrial structure and product structure of the packaging industry. New packaging materials and products such as paper and plastic, which represent the development direction of modern packaging, have increased rapidly, and their proportion in packaging products has increased to varying degrees

with the rapid development of packaging industry, the structure and layout of packaging enterprises have also undergone great changes. According to the 1995 National Industrial Census and the annual report of packaging industry statistics over the years, although packaging is still an industry dominated by small and medium-sized enterprises, and large and medium-sized enterprises account for only about 2.5% of the whole industry, the average size of packaging enterprises has expanded a lot over the past decade, and enterprises are developing towards a reasonable economic scale. The average fixed asset value of packaging enterprises above the county level was 1.12 million yuan in 1980 and 5.05 million yuan in 1997

since the reform and opening up, the enterprise economic type structure of the packaging industry has changed, like other industries in the country, showing a pattern in which public ownership is the main body and various economic components compete for development. Although the proportion of state-owned industry in the total output value of the packaging industry has declined, the pattern in which public enterprises (state-owned enterprises plus collective enterprises) occupy the dominant position has not changed, In particular, more and more collectively owned enterprises (mainly township enterprises) are engaged in packaging production and are developing rapidly. In 1997, the share of state-owned and collectively owned industries in the whole packaging industry was 67.13% based on the total industrial output value, and 67.12% based on the original value of fixed assets and current assets. At the same time, it should be noted that after entering the 1990s, non-public packaging enterprises such as individuals and "three capital" have shown a trend of accelerated development

for more than ten years, the packaging industry in various regions has also shown an unbalanced situation due to the inconsistent economic development. The development speed of the packaging industry in the eastern region is significantly faster than that in the central and western regions. From the perspective of the economic type structure of enterprises, the proportion of state-owned enterprises in the central and western regions is relatively high, while the proportion of "three capital" enterprises and other enterprises in the eastern region is relatively high

although the packaging industry has developed rapidly in the past two decades, there is still a large gap compared with the world's advanced countries, mainly manifested in:

1. On the whole, the situation of small-scale, poor quality and low level of packaging enterprises has not been fundamentally changed, the modern enterprise system has not been generally established, enterprises are lack of talents, weak development ability and low utilization of resources. Large enterprises that cannot compete with similar international enterprises, with high management level and good economies of scale, are not enough to support the development of the industry

2. Although the types of packaging products are basically complete at present, only medium and low-grade products can still meet the needs, and the packaging of high-end goods and export goods is still in shortage, which still cannot meet the market demand in terms of quality, variety and quantity. A large number of high-end packaging raw materials rely on imports. Plastic raw materials such as white paper, kraft cardboard, coated paper, tinplate, aluminum sheet for cans, polyester and so on need to be imported tens of thousands to hundreds of thousands of tons each year, which seriously restricts the development of the packaging industry

3. Environmental pollution caused by packaging products in the process of production, circulation and consumption has not been paid enough attention. In the process of rapid development of packaging production, effective measures have not been taken for waste management, disposal and recycling at the same time

with the further development of China's national economy, the increasing improvement of people's living standards, and the continuous expansion of foreign trade, China's packaging industry will have a better and faster development. We believe that China's packaging industry will have a better tomorrow in the 21st century
